The United States briefly drew level through Malik Tillman, but Belgium quickly regained control. Charles De Ketelaere scored twice, while Romelu Lukaku added a late goal to seal the victory and book Belgium’s place in the quarterfinals, where they will face Spain.

Hours before kickoff in Seattle, however, the Royal Belgian Football Association (RBFA) issued a strongly worded statement accusing FIFA of mishandling Balogun’s disciplinary case and questioning the transparency of the governing body’s decision-making process.

The RBFA said it was “astonished” by FIFA’s decision to suspend the implementation of Balogun’s automatic one-match ban following his red card against Bosnia and Herzegovina, allowing the striker to be available for selection against Belgium.

According to the Belgian federation, after learning of FIFA’s decision through media reports, it immediately requested a copy of the disciplinary ruling, an explanation of the legal process followed and clarification of the regulations relied upon. The RBFA alleges that FIFA did not provide the requested information and instead treated its request for clarification as a formal appeal.

“As its only response, FIFA sent a letter to the RBFA stating that it considered this correspondence to constitute an appeal, that a judge had been appointed, and that the RBFA had only a few hours to complete that appeal. No information whatsoever was provided by FIFA,” the federation said.

The RBFA further argued that FIFA’s disciplinary regulations require a reasoned decision before an appeal can be considered admissible, alleging that the governing body created a process that prevented Belgium from effectively challenging the ruling.

Belgium also claimed that FIFA omitted discussion of automatic player suspensions during the official pre-match coordination meeting—something the federation described as unprecedented—and said repeated requests for clarification went unanswered.

“To be clear, as of this moment, the RBFA has still not received any decision or any explanation from FIFA regarding this matter,” the federation said, adding that it had “no alternative but to challenge the player’s eligibility.”

The dispute followed FIFA’s decision to reject Belgium’s attempt to challenge Balogun’s eligibility, reportedly ruling that the RBFA lacked standing to appeal. Balogun had originally been expected to miss the Round of 16 fixture after receiving a straight red card against Bosnia and Herzegovina, but FIFA’s Disciplinary Committee subsequently suspended the implementation of the sanction under Article 27 of the FIFA Disciplinary Code, allowing him to remain available for selection.

The RBFA said it would continue pursuing the matter regardless of the sporting result.

“Regardless of the sporting outcome of this match, the RBFA is deeply concerned by the course of events and will continue to fight in the coming hours, days and months in defence of the fundamental principles of ethics, fair competition, and the interests of football as a whole.”

Although the legal dispute dominated the build-up, Belgium ultimately settled matters on the pitch with an emphatic victory, ending the United States’ World Cup campaign. The result sends Belgium into a quarterfinal showdown with Spain, while questions surrounding FIFA’s handling of Balogun’s eligibility are likely to continue attracting scrutiny after the tournament.

Belgium secured a commanding 4–1 victory over the United States in the FIFA World Cup Round of 16 on Monday, advancing to the quarterfinals after a match that had already been overshadowed by a bitter dispute over the eligibility of U.S. striker Folarin Balogun.
