{"id":99499,"date":"2026-07-01T20:04:26","date_gmt":"2026-07-01T20:04:26","guid":{"rendered":"https:\/\/everyday.ng\/?p=99499"},"modified":"2026-07-01T20:10:25","modified_gmt":"2026-07-01T20:10:25","slug":"presidency-brands-man-claiming-he-paid-gbajabiamila-%e2%82%a6400m-for-appointment-an-impostor-details-alleged-forgery-probe","status":"publish","type":"post","link":"https:\/\/everyday.ng\/?p=99499","title":{"rendered":"Presidency Brands Man Claiming He Paid Gbajabiamila \u20a6400m for Appointment an &#8216;Impostor&#8217;, Details Alleged Forgery Probe"},"content":{"rendered":"<p>The Presidency on Wednesday dismissed as false and fraudulent claims by Prince Adeniyi Adeyemi Matthew that he paid Chief of Staff to the President, Femi Gbajabiamila, \u20a6400 million to secure appointment as Director-General of the purported Presidential Foreign Intervention Promotion Council (PFIPC), describing him as an impostor currently facing criminal prosecution.<\/p>\n<p>In a statement issued by the Special Adviser to the President on Information and Strategy, Bayo Onanuga, the Presidency said Adeyemi&#8217;s allegations were fabricated and contradicted the government&#8217;s documented efforts over the past year to expose what it described as a sophisticated impersonation and forgery scheme.<\/p>\n<p>The response followed recent public claims by Adeyemi that his appointment formed part of a \u20a6600 million arrangement, with \u20a6400 million allegedly paid upfront. He further alleged that disagreements later arose over an alleged demand for 48 per cent of the proposed \u20a627.39 billion take-off grant for the agency.<\/p>\n<p>The Presidency categorically rejected the allegations, maintaining that no such agency exists within the Federal Government and that Adeyemi was never appointed to any position.<\/p>\n<p>According to Onanuga, the Office of the Chief of Staff was itself the first government institution to alert security agencies to the activities of individuals allegedly forging presidential appointment letters after officials of the Nigerian Investment Promotion Commission (NIPC) raised concerns that an unknown organisation was operating as a parallel investment promotion agency.<\/p>\n<p>He disclosed that on October 17, 2025, Gbajabiamila formally petitioned the Department of State Services (DSS) and the Nigeria Police Force to investigate individuals allegedly producing forged appointment letters purportedly emanating from his office.<\/p>\n<p>The petition alleged that forged documents bearing fake signatures, seals and reference numbers were being used to claim appointments into a non-existent Presidential Foreign Intervention Promotion Council.<\/p>\n<p>According to the statement, the alleged operators established offices within the Federal Secretariat Complex in Abuja, held meetings with foreign diplomats and Nigerian officials, and even sought diplomatic support from the Ministry of Foreign Affairs for visa processing.<\/p>\n<p>The Presidency said the activities amounted to criminal impersonation capable of undermining the credibility of official government communications.<\/p>\n<p>It further disclosed that concerns over the purported council had earlier reached the Ministry of Foreign Affairs, which on October 15, 2025, sought clarification from both the Office of the National Security Adviser and the Office of the Chief of Staff after Adeyemi reportedly convened a meeting with foreign ambassadors in Abuja without the ministry&#8217;s knowledge or participation.<\/p>\n<p>According to the ministry, such engagements violated established diplomatic procedures.<\/p>\n<p>The Office of the Secretary to the Government of the Federation (OSGF) also reportedly sought clarification following enquiries from several government agencies and private organisations regarding the authenticity of Adeyemi&#8217;s appointment.<\/p>\n<p>The Presidency said Gbajabiamila consistently denied issuing any appointment letter, stressing that appointments into federal agencies are processed through the Office of the Secretary to the Government of the Federation and not by the Office of the Chief of Staff.<\/p>\n<p>Police investigations, according to the statement, culminated in Adeyemi&#8217;s arrest on October 27, 2025, at an office in Abuja allegedly used to operate the scheme.<\/p>\n<p>Searches conducted at both the office and his Suleja residence reportedly yielded forged appointment documents and other materials.<\/p>\n<p>Investigators further alleged that Adeyemi falsely presented himself as a government appointee, sought diplomatic recognition using forged documents, and fraudulently opened multiple bank accounts linked to fictitious government entities. Police also alleged that forged documents were used to facilitate the opening of a Central Bank account, although investigators said no government funds were paid into it.<\/p>\n<p>The Presidency added that an eight-count criminal charge bordering on forgery, impersonation and obtaining by false pretence was subsequently filed against Adeyemi and two other defendants before the Federal High Court in Abuja in November 2025. The matter is scheduled to continue on July 27, 2026.<\/p>\n<p>Onanuga said Adeyemi&#8217;s recent allegations against the Chief of Staff were made while he was on police bail and directly contradicted statements he allegedly made during police interrogation. At the time, Nigerian media reported his emergence in that position, while subsequent questions were raised publicly over the organisation&#8217;s status and its claimed relationship with the United Nations. More recently, civil society organisations have renewed calls for documentary evidence supporting those representations amid the current controversy.<\/p>\n<p>The Presidency urged politicians, commentators and members of the public to avoid drawing conclusions from Adeyemi&#8217;s allegations while criminal proceedings remain before the court, insisting that the issues raised should be determined through the judicial process.<\/p>\n<p class=\"wp-block-paragraph\" style=\"box-sizing: border-box; margin-bottom: 15px; color: #555555; font-family: Roboto, sans-serif; background-color: #ffffff;\"><strong>The full statement by Onanuga on Wednesday reads<\/strong>:<\/p>\n<p class=\"wp-block-paragraph\" style=\"box-sizing: border-box; margin-bottom: 15px; color: #555555; font-family: Roboto, sans-serif; background-color: #ffffff;\">\u201cRe: The Matter of Adeniyi Adeyemi Matthew and the fictitious\u00a0 Presidential Economic Advisory Council,\u201d<\/p>\n<p class=\"wp-block-paragraph\" style=\"box-sizing: border-box; margin-bottom: 15px; color: #555555; font-family: Roboto, sans-serif; background-color: #ffffff;\">We are aware of the public interest in the matter of a man called\u00a0 Adeyemi Adeniyi Matthew, who has been parading himself as the director-general of a fictitious Presidential Foreign Intervention Promotion Council cum Presidential Economic Advisory Council.<\/p>\n<p class=\"wp-block-paragraph\" style=\"box-sizing: border-box; margin-bottom: 15px; color: #555555; font-family: Roboto, sans-serif; background-color: #ffffff;\">The office of the Chief of Staff to the President first blew the whistle on the existence of the illegal agency, following complaints from officials of the Nigerian Investment Promotion Council that another government agency appeared to be functioning at cross-purposes with it.<\/p>\n<p class=\"wp-block-paragraph\" style=\"box-sizing: border-box; margin-bottom: 15px; color: #555555; font-family: Roboto, sans-serif; background-color: #ffffff;\">The Chief of Staff, on October 17, in a letter, asked the DSS and the Police to probe the activities of \u2018fraudsters and imposters\u2019 forging appointment letters purportedly from his office.<\/p>\n<p class=\"wp-block-paragraph\" style=\"box-sizing: border-box; margin-bottom: 15px; color: #555555; font-family: Roboto, sans-serif; background-color: #ffffff;\">\u201cThe attention of this office has been drawn to the activities of certain individuals and groups engaged in the forgery of official appointment letters purportedly issued from my office. The fake documents, bearing falsified signatures, reference\/folio numbers, and seals, have been used to claim leadership appointments to non-existent entities, with particular reference to the Presidential Foreign Intervention Promotion Council.<\/p>\n<p class=\"wp-block-paragraph\" style=\"box-sizing: border-box; margin-bottom: 15px; color: #555555; font-family: Roboto, sans-serif; background-color: #ffffff;\">\u201cThe aforementioned entity under the leadership of one Prince Adeniyi Adeyemi Matthew as Director-General is said to have an office at the Federal Secretariat Complex Phase 111, 2nd Floor. Also, they have been parading themselves as a legitimate government agency, hosting meetings with both foreigners and Nigerian citizens, and even going so far as to request a note verbale from the Ministry of Foreign Affairs of the United States of America to facilitate visas for some of their staff.<\/p>\n<p class=\"wp-block-paragraph\" style=\"box-sizing: border-box; margin-bottom: 15px; color: #555555; font-family: Roboto, sans-serif; background-color: #ffffff;\">\u201cThe above development not only constitutes a serious criminal act but also undermines the integrity of the presidency and the credibility of official government communication.<\/p>\n<p class=\"wp-block-paragraph\" style=\"box-sizing: border-box; margin-bottom: 15px; color: #555555; font-family: Roboto, sans-serif; background-color: #ffffff;\">\u201cI therefore urge you to initiate a thorough investigation to identify and apprehend those involved and also to uncover the network facilitating the forgery,\u201d the Chief of Staff wrote in his petition to the security agencies.<\/p>\n<p class=\"wp-block-paragraph\" style=\"box-sizing: border-box; margin-bottom: 15px; color: #555555; font-family: Roboto, sans-serif; background-color: #ffffff;\">The letter to the security agencies was accompanied by a copy of the forged appointment letter, a copy of the request for a note verbal to the Ministry of Foreign Affairs, and pictures of engagements obtained from the illegal agency\u2019s website.<\/p>\n<p class=\"wp-block-paragraph\" style=\"box-sizing: border-box; margin-bottom: 15px; color: #555555; font-family: Roboto, sans-serif; background-color: #ffffff;\">Around the time the Chief of Staff lodged the complaint with the security agencies, the existence of the fake agency had raised concerns within the Foreign Affairs Ministry.<\/p>\n<p class=\"wp-block-paragraph\" style=\"box-sizing: border-box; margin-bottom: 15px; color: #555555; font-family: Roboto, sans-serif; background-color: #ffffff;\">In a letter on October 15, 2025, the Foreign Affairs Ministry wrote to the office of the National Security Adviser and the Chief of Staff to the President, requesting clarification on the status of Adeyemi\u2019s agency. The letter, which Ambassador Anderson Madubuike signed, followed Adeyemi\u2019s October 10 meeting with ambassadors at the Wells Carlton Hotel and Apartments in Asokoro, without recourse to the ministry.<\/p>\n<p class=\"wp-block-paragraph\" style=\"box-sizing: border-box; margin-bottom: 15px; color: #555555; font-family: Roboto, sans-serif; background-color: #ffffff;\">\u201cThis act contravenes extant rules and regulations guiding diplomatic practices globally,\u201d the Ministry of Foreign Affairs said in its letter.<\/p>\n<p class=\"wp-block-paragraph\" style=\"box-sizing: border-box; margin-bottom: 15px; color: #555555; font-family: Roboto, sans-serif; background-color: #ffffff;\">On October 20, the Office of the National Security Adviser wrote to the Office of the Secretary to the Government of the Federation, on the request of the Foreign Affairs Ministry.<\/p>\n<p class=\"wp-block-paragraph\" style=\"box-sizing: border-box; margin-bottom: 15px; color: #555555; font-family: Roboto, sans-serif; background-color: #ffffff;\">On 29 October,\u00a0 the OSGF wrote to the Chief of Staff requesting clarification. \u201cThis has become expedient owing to several requests from governmental and non-governmental bodies seeking to ascertain the status of the appointment under consideration\u201d<\/p>\n<p class=\"wp-block-paragraph\" style=\"box-sizing: border-box; margin-bottom: 15px; color: #555555; font-family: Roboto, sans-serif; background-color: #ffffff;\">Two days earlier, the Chief of Staff sent his own clear rebuttal to the Foreign Affairs Ministry, stating that he had never issued an appointment letter to Adeyemi as director general of the fake presidential foreign investment promotion council. The Chief of Staff could not have issued a letter of appointment to a non-existent agency. Moreover, the Chief of Staff does not make appointments or write letters, as these are the exclusive preserve of the Office of the Secretary of the Government of the Federation.<\/p>\n<p class=\"wp-block-paragraph\" style=\"box-sizing: border-box; margin-bottom: 15px; color: #555555; font-family: Roboto, sans-serif; background-color: #ffffff;\">On November 5, 2025, the Chief of Staff responded to the OSGF, again flatly denying Adeniyi Adeyemi and his spurious agency. \u201cPrince Adeniyi Matthew, director-general of the Presidential Foreign Investment Promotion Council, is unknown to any office, nor do we have any dealings with the said council.<\/p>\n<p class=\"wp-block-paragraph\" style=\"box-sizing: border-box; margin-bottom: 15px; color: #555555; font-family: Roboto, sans-serif; background-color: #ffffff;\">\u201cMy attention was drawn to a letter of this purported application, which is fake, and my office has instructed the police and other relevant security agencies to carry out investigations on the person and the entity he claims to represent\u201d, the chief of staff wrote.<\/p>\n<p class=\"wp-block-paragraph\" style=\"box-sizing: border-box; margin-bottom: 15px; color: #555555; font-family: Roboto, sans-serif; background-color: #ffffff;\">The Police made the first move by responding to the chief of staff\u2019s letter dated 17 October and began their investigation. On 27 October, Adeyemi was arrested in Abuja at the Secretariat office where he operated his elaborate scam.<\/p>\n<p class=\"wp-block-paragraph\" style=\"box-sizing: border-box; margin-bottom: 15px; color: #555555; font-family: Roboto, sans-serif; background-color: #ffffff;\">The police searched the office and Adeyemi\u2019s home in Suleja, recovering vital documents and exhibits. In Adeyemi\u2019s statement to the police, he claimed that one Dolapo Babatunde Tanimola assisted him in procuring the fake appointment letter. Following his claim, the police went after the said Tanimola.\u00a0 The Police found that Tanimola died in a fire incident at Kachi Hotel in Abuja on 22 October, five days before Adeyemi\u2019s arrest. Tanimola\u2019s body was seen by the police at the morgue, confirming the death.<\/p>\n<p class=\"wp-block-paragraph\" style=\"box-sizing: border-box; margin-bottom: 15px; color: #555555; font-family: Roboto, sans-serif; background-color: #ffffff;\">The police were able to establish that the agency Adeyemi purportedly headed was fictitious, that he forged his appointment letter and the documents recovered in his office and home, that he falsely paraded himself as a government appointee, and that he falsely solicited a note verbal from the Foreign Affairs Ministry to enable him and his staff to obtain US visas. The police also found that Adeyemi operated 34 bank accounts, with nine opened in the names of his fictitious agencies, known as the FCT Investment Promotion Agency and the Public Private Partnership (FIPA-APP), and the FCT Investment Promotion Act.<\/p>\n<p class=\"wp-block-paragraph\" style=\"box-sizing: border-box; margin-bottom: 15px; color: #555555; font-family: Roboto, sans-serif; background-color: #ffffff;\">The Police found that Adeyemi, using the fake documents he created, fraudulently opened a CBN account by misleading the Office of the Accountant-General of the Federation. According to the police, no government money has been transferred into the account.<\/p>\n<p class=\"wp-block-paragraph\" style=\"box-sizing: border-box; margin-bottom: 15px; color: #555555; font-family: Roboto, sans-serif; background-color: #ffffff;\">\u201cThe act of the suspect constitutes criminal forgery, impersonation and obtaining by false pretence, thereby bringing the office of the Chief of Staff to the President and the Presidency to disrepute before the public and international community\u201d, the police wrote in the report of the investigation conducted by the assistant commissioner, Kabir Mogaji.<\/p>\n<p class=\"wp-block-paragraph\" style=\"box-sizing: border-box; margin-bottom: 15px; color: #555555; font-family: Roboto, sans-serif; background-color: #ffffff;\">Based on their investigations, the police filed an eight-count charge at the Federal High Court in Abuja against Adeyemi and two of his accomplices on November 27, 2025. He is due in court on July 27.<\/p>\n<p class=\"wp-block-paragraph\" style=\"box-sizing: border-box; margin-bottom: 15px; color: #555555; font-family: Roboto, sans-serif; background-color: #ffffff;\">Adeyemi was on police bail when he recently claimed that the Chief of Staff had appointed him as DG of the fictitious agency. This claim contradicted his statement to the police in November last year.\u00a0 His new claim prompted the Chief of Staff, on June 8, to issue a disclaimer consistent with earlier advisories that the man, called Adeyemi,\u00a0 is an impostor.<\/p>\n<p class=\"wp-block-paragraph\" style=\"box-sizing: border-box; margin-bottom: 15px; color: #555555; font-family: Roboto, sans-serif; background-color: #ffffff;\">The case of Prince Adeniyi Adeyemi Matthew is a clear case of a con artist who appears to have built a web of false claims to deceive unsuspecting government officials and the public into playing by his scam book. He has a history of false presentation. In November 2016, he paraded himself as an ambassador and President-General of the World Youth Organisation (WYO), an affiliate of the United Nations (UN). He claimed to have been elected in New Delhi, India. The local media celebrated him until the UN denied the existence of such a body.<\/p>\n<p class=\"wp-block-paragraph\" style=\"box-sizing: border-box; margin-bottom: 15px; color: #555555; font-family: Roboto, sans-serif; background-color: #ffffff;\">Politicians and members of the public who are weaponising Adeyemi\u2019s claim against the Chief of Staff should refrain from swallowing his narrative hook, line and sinker.
