{"id":34729,"date":"2021-07-17T20:33:55","date_gmt":"2021-07-17T19:33:55","guid":{"rendered":"https:\/\/everyday.ng\/?p=34729"},"modified":"2021-07-17T20:33:55","modified_gmt":"2021-07-17T19:33:55","slug":"well-inec-proves-lawmakers-wrong-says-it-has-capacity-to-electronically-transmit-results","status":"publish","type":"post","link":"https:\/\/everyday.ng\/?p=34729","title":{"rendered":"Well&#8230; INEC proves lawmakers wrong, says it has capacity to electronically transmit results"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Contrary to the position of federal lawmakers, especially of the All Progressives Congress (APC) who shot down plans for electronic transmission of election results, the Independent National Electoral Commission (INEC) on Saturday suggested it has the capacity to transmit election results electronically from remote areas across the country.<br \/><br \/>On Channels Television breakfast show on Saturday, INEC\u2019s National Chairman and Commissioner for Information and Voter Education, Mr Festus Okoye said the Commission\u2019s position was clear.<br \/><br \/>\u201cWe have uploaded results from very remote areas, even from areas where you have to use human carriers to access,\u201d he said.<br \/><br \/>\u201cSo, we have made our own position very clear, that we have the capacity and we have the will to deepen the use of technology in the electoral process.<br \/><br \/>\u201cBut our powers are given by the constitution and the law, and we will continue to remain within the ambit and confines of the power granted to the commission by the constitution and the law.\u201d<br \/><br \/>Recall that in both houses of the National Assembly, federal lawmakers of the APC forced through the passage of Section 52 (2) of the Electoral Law Amended Bill that leaves INEC without full and independent powers to transmit results electronically.<br \/><br \/>It is worse in the Senate where INEC is left at the mercy of the Nigeria Communications Commission (NCC) and the National Assembly to perform its statutory function.<br \/><br \/>Everyday.ng however reports there is a stalemate on the controversial bill until September when the National Assembly reconvenes from its annual recess.<br \/><br \/>The stalemate in the Electoral Law Amendment Bill arises because what was passed in the Senate on Thursday is remarkably different from that of the House of Representatives (HoR) on Friday.<br \/><br \/>A fresh harmonisation, through a conference Committee, therefore, needs to be done before passage in both Houses for a clean copy to be passed for the President\u2019s assent.<br \/><br \/>The point of disagreement remains the controversial Section 52 2) which the Senate amended to include a caveat that automatically erodes the Independence of the Independent National Electoral Commission (INEC).<br \/><br \/>But in the HoR, the conference committee position is retained. It reads: \u201cThe Commission (INEC) may transmit results of elections by electronic means where and when practicable.\u201d<br \/><br \/>In the Senate, based on amendment by its Deputy Whip, Senator Sabi Abdullahi, what was passed reads, \u201cThe Commission may consider electronic transmission of results, provided the national coverage is adjudged to be adequate and secure by the National Communications Commission (NCC) and approved by the National Assembly.\u201d<br \/><br \/>Recall that civil society organisations (CSOs) had frowned at the Senate position.
