Governor Abdullahi Umar Ganduje has signed it into law an Executive Bill passed by the Kano House of Assembly for the creation of four additional emirates of Bichi, Rank, Gaya, and Karate.
\nThe creation of the same Emirates was nullified by a Kano High Court last month.
\n\u201cAs a law-abiding administration, we came and deliberated upon that at the State Executive Council, shortly after the Bill was sent to the State House of Assembly seeking the creation of four additional emirates \u2014 Bichi, Rano, Gaya and Karaye.
\n\u201cAfter successfully passing the Bill by the House, here we are, as you are all witnessing, the signing of the Bill into law.
\n\u201cAnd our emirates have come to stay.\u201d
\nLate last month, a Kano High Court presided over by Justice Usman Na\u2019Abba dissolved the four additional emirates and first class emirs created by the Kano State Government.
\nGov. Abdullahi Ganduje, had on May 8, assented to a controversial law establishing four additional emirates with first class emirs in Bichi, Rano, Karaye and Gaya.
\nBut the law was challenged by the then member representing Gwarzo in the Kano State House of Assembly, Rabi\u2019u Saleh Gwarzo, at the state high court.
\nDelivering the judgement, Justice Na\u2019abba said the Kano State House of Assembly had violated the provision of Section 101 of the 1999 Constitution of the Federal Republic of Nigeria, (as amended), which allows the assembly to make laws.
\nHe, therefore, declared the law creating the new four emirates null and void, saying the petition for the creation of the emirates was faulty and did not follow due process.
\nSpeaking to newsmen shortly after the judgement, the counsel to the state government, who is the state Attorney-General and Commissioner for Justice, Ibrahim Mukhtar, said the state government would analyse the judgement and take the next line of action.
\nSimilarly, Barrister Maliki Umar-Kuliya, Counsel to the Plaintiff, expressed satisfaction with the judgement.
\nAccording to him, \u201cThe judgement was passed because the state government did not follow due process in enacting the law on May 6, May 7 and May 8, 2019.\u201d
\nRecall that the process for the creation of the emirates began after a fall-out between Governor Ganduje and Emir Sanusi of Kano,\u00a0 because of the Emir’s support for the Peoples Democratic Party (PDP) in the last Governorship election. Ganduje of the All Progressives Congress (APC) won that election.
\nThe Emir’s sphere of authority was split into five, giving him only one, that is, Kano city, to traditionally preside over.
