{"id":22453,"date":"2019-11-12T19:07:19","date_gmt":"2019-11-12T18:07:19","guid":{"rendered":"https:\/\/everyday.ng\/?p=22453"},"modified":"2019-11-12T19:07:19","modified_gmt":"2019-11-12T18:07:19","slug":"senate-brings-back-notorious-bill-as-nassembly-mulls-passage-of-2020-budget-nov-28","status":"publish","type":"post","link":"https:\/\/everyday.ng\/?p=22453","title":{"rendered":"Senate brings back notorious bill, as N&#8217;Assembly mulls passage of 2020 budget Nov. 28"},"content":{"rendered":"<p>President of the Senate, Ahmad Lawan said on Tuesday that the National Assembly is working towards the passage of the 2020 Appropriation bill on November 28, 2019.<br \/>\nTo achieve this target date, Lawan directed the Senate Committee on Appropriations to submit its report on the 2020 budget proposals on November 26, 2019.<br \/>\nAlso, the Senate has reintroduced a bill that seeks to penalise persons found guilty of hate speech.<br \/>\nThe National Commission for the Prohibition of Hate Speech Bill, sponsored by the deputy chief whip, Aliyu Abdullahi, was one of the 12 bills introduced on the floor of the Senate on Tuesday.<br \/>\nThe lawmakers are expected to debate the details of the bill on another legislative day.<br \/>\nMr Abdullahi had in March 2018 introduced the bill for consideration and passage.<br \/>\nThe bill prescribed death by hanging for any person found guilty of any form of hate speech that results in the death of another person.<br \/>\nIt seeks the establishment of an Independent National Commission for Hate Speeches. The proposed commission is expected to enforce hate speech laws in the country and ensure the \u201celimination\u201d of hate speech.<br \/>\nFor offences such as harassment on grounds of ethnicity or race, the offender shall be sentenced to \u201cnot less than a five-year jail term or a fine of not less than N10 million or both.\u201d<br \/>\nThe bill also proposed that, \u201cA person who uses, publishes, presents, produces, plays, provides, distributes and\/or directs the performance of any material, written and\/or visual, which is threatening, abusive or insulting or involves the use of threatening, abusive or insulting words or behaviour, commits an offence, if such person intends thereby to stir up ethnic hatred, or having regard to all the circumstances, ethnic hatred is likely to be stirred up against any person or person from such an ethnic group in Nigeria.<br \/>\n\u201cA person subjects another to harassment on the basis of ethnicity for the purposes of this section where, on ethnic grounds, he unjustifiably engages in a conduct which has the purpose or effect of (a) violating that other person\u2019s dignity or (b) creating an intimidating, hostile, degrading, humiliating or offensive environment for the person subjected to the harassment.\u201d<br \/>\nRead also:\u00a0Budget Presentation, Anti-Sexual Harassment Bill, Others Top Senate Activities Last Week<br \/>\nThe charge would be justified if such a person intends to stir up \u201cethnic hatred\u201d, it said.<br \/>\nThe bill, however, did not make it through to third reading.<br \/>\nThe reintroduction of this bill comes one week after the Senate reintroduced a bill that will regulate the use of social media.<br \/>\nIt also comes about a month after President Muhammadu Buhari threatened to take a \u201cfirm and decisive action\u201d against promoters of hate speech and other divisive materials on the Internet.<br \/>\nMr Abdullahi had said cases of religious and ethnic violence experienced in the past years in Nigeria informed his decision to sponsor the bill.<br \/>\nThe bill proposes various \u2018mechanisms\u2019 to prevent cases of death which emanate from hate speeches, he said.<br \/>\nMeanwhile, Lawan on Tuesday gave the directive to the budget passage for November 28 on the floor of the Senate during plenary.<br \/>\nThe Senate President stated that the committee\u2019s compliance to lay its report on November 26 would facilitate the passage of the 2020 budget on November 28, before the National Assembly proceeds on Christmas break.<br \/>\nHe said: \u201cOn the Budget 2020 we are working on, the ball is now in the court of Senate Committee on Appropriations, the last committee standing.<br \/>\n\u201cAll the committees have done their work so well within the defined parameters and we, therefore, expect the Appropriations Committee to produce the report and lay it here by the 26th of November, next two weeks.<br \/>\n\u201cI believe that the same thing will be done in our sister chamber, the House of Representatives, so that we are able to pass the Appropriation Bill 2020 on the November 28, by the Grace of God.\u201d<br \/>\nAdditional reports by <strong>Premium Times<\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>President of the Senate, Ahmad Lawan said on Tuesday that the National Assembly is working towards the passage of the 2020 Appropriation bill on November 28, 2019.
