{"id":12806,"date":"2018-10-18T16:46:29","date_gmt":"2018-10-18T16:46:29","guid":{"rendered":"https:\/\/everyday.ng\/?p=12806"},"modified":"2018-10-18T16:46:29","modified_gmt":"2018-10-18T16:46:29","slug":"nhis-boss-sent-home-for-the-second-time","status":"publish","type":"post","link":"https:\/\/everyday.ng\/?p=12806","title":{"rendered":"NHIS boss sent home for the second time"},"content":{"rendered":"<p>The governing board of the National Health Insurance Scheme (NHIS) has suspended Usman Yusuf, executive secretary of the scheme, indefinitely.<br \/>\nEnantu Ifenna, chairman of the board, announced Yusuf\u2019s suspension at a press conference in Abuja on Thursday.<br \/>\nSpeaking to TheCable over the phone, Ifenna said Yusuf was suspended over allegations of financial infractions levelled against him.<br \/>\nShe also said the executive secretary had refused to carry out the board\u2019s decisions on critical issues and institutionalised corruption at the agency.<br \/>\nShe accused the ES of allegedly inflating the scheme\u2019s 2018 budget, \u201cfraudulently inflating the cost of biometric capturing machines\u201d, and \u201cattempt to illegally execute N30 billion in federal government bonds\u201d.<br \/>\nThe board also alleged that Yusuf carried out unauthorised staff travel \u201cin defiance to council directive\u201d, \u201csuperfluous arrogation of project vehicles\u201d and added he has been insubordinate.<br \/>\nIfenna added that one Sadiq Abubakar will now act as executive secretary of the scheme.<br \/>\nInsiders had told TheCable that since his appointment on July 29, 2016, Yusuf had violated procurement laws and dished out contracts to cronies.<br \/>\nBut Yusuf was reinstated in February following the intervention of the house of representatives.<br \/>\nHis reinstatement triggered criticisms but the federal government had said the development would not stop his probe by the anti-graft agencies.<br \/>\nWhen he resumed, Yusuf vowed to fight back, accusing some hospitals and insurance companies of ganging up against him for opposing some sharp practices.<br \/>\nHe vowed that no amount of smear campaign would deter him from bringing healthcare to the people.<br \/>\nBut the governing council levelled corruption allegations against him six months after he was reinstated.<br \/>\nIn a letter addressed to Adewole and obtained by TheCable, the council raised an alarm that unless an urgent intervention is done, the risk of the pending collapse \u201cwill have catastrophic consequence for the Buhari change mandate.\u201d<br \/>\nThe letter, signed by Ifenna and dated August 8, raised various issues of concern, including \u201cdwindling annual revenues\u201d, \u201cinefficient operations\u201d and \u201calarming net operating cash position\u201d.<br \/>\nThe council said, for instance, that whereas the scheme\u2019s total annual revenue should be on the increase, it has continued to decline since 2015, blaming this on \u201cshortfalls in the remittance of enrollee\u2019s contributions.\u201d<br \/>\nIt noted that the contributions the scheme is getting from the federal government enrolees reduced from N6 billion in 2017 to N4.2 billion in 2018 \u201cwhereas a recent forensic audit revealed that about N138 billion is currently trapped in commercial banks\u201d.<br \/>\nBy <strong>The Cable.<\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The governing board of the National Health Insurance Scheme (NHIS) has suspended Usman Yusuf, executive secretary of the scheme, indefinitely.
