Why we may impose State of Emergency on Anambra, by Malami

The Federal Government is contemplating slamming a state of emergency on Anambra State, if need be, for security of lives and properties, and conduct of the November 6 gubernatorial elections.

There has been a rash of killings and violence there, with the torching of security infrastructure and private homes; but the Minister of Justice and Attorney General of the Federation, Abubakar Malami, after the Federal Executive Council (FEC) meeting on Wednesday told journalists, the government will do everything possible to ensure the protection of lives and property in the State.

He noted that where the Federal government observes that the state government is unable to ensure democratic order and security of lives, it will not fail to step in.

His words: “When our national security is attacked, and the sanctity of our constitutionally guaranteed democracy is threatened, no possibility is ruled out.

“As a government, we have a responsibility to ensure the sustenance of our democratic order. As a government, we have a responsibility to provide security to life and properties.

“So, within the context of these constitutional obligations, of the government or the desire to establish democratic norms and order, there is no possibility that [state of emergency] is out ruled.

“The government will certainly do the needful in terms of ensuring that our elections are held in a Anambra in terms of ensuring necessary security is provided, and in terms of ensuring protection is accorded to lives and properties.

“So, what I’m saying in essence, no possibility is out ruled by government in terms of ensuring the sanctity of our democratic order, in terms of ensuring that our elections in Anambra holds, and you cannot out rule possibilities inclusive of the possibility of declaration or state of emergency where it is established, in essence, that there is a failure on the part of the state government to ensure the sanctity of security of lives, properties and democratic order.

“So, our position as a government is if these elections are going to hold, necessary security, in terms of democratic order, must certainly prevail for the purpose of this election.”

Recall that the South-East Governors Forum and other leaders from the zone, in a communique after a meeting in Enugu said the ‘Ebube Agu’ security outfit will be established in all five states before the end of the year.

“The meeting agreed that the South-East Ebube Agu security outfit be launched in all the southeast states and laws passed in various southeast states before the end of 2021,” the communique read.

Below is a full text of the communique:

COMMUNIQUE ARISING FROM THE MEETING OF SOUTH EAST GOVERNORS, SOUTH EAST LEADERS, TRADITIONAL RULERS, NATIONAL ASSEMBLY LEADERS AND THE CLERGY  HELD ON TUESDAY, 5TH OCTOBER, 2021 AT THE COUNCIL CHAMBERS, LION BUILDING, GOVERNMENT HOUSE, ENUGU.

1.   The Governors and leaders of the South East condemned the killings in the region and have agreed to join hands with security agencies to stop the killings;

2.   The meeting condemned the sit-at-home orders, which are mostly issued by our people in the Diaspora who do not feel the pains. The meeting resolved that Governors and all people of the South East do everything within the law to ensure that there is no further sit-at-home in the South East and that people are allowed to freely move about in the Zone;

3.   The meeting agreed that the South East Ebubeagu security outfit be launched in all the South East States and laws passed in various South East States before the end of 2021;

4.   The meeting received the Committee report from Ohaneze on various matters affecting the South East, especially on the issue of security and marginalization of the South East people, and resolved to study the reports from Ohaneze Worldwide for immediate implementation, and engagement with the Federal Government for amicable settlement of all issues agitating the minds of our people, especially the youth;

5.   The meeting agreed to support security agencies to restore peace in the South East;

6.   The meeting resolved to support election in Anambra State and directed security agencies to ensure a peaceful election in Anambra State come November 6th, 2021.

7.   The meeting commended all groups and the clergy for their efforts at interfacing with our youths;

8.   The meeting mandated our clergy men, Bishops, CAN, Ohaneze and Traditional Rulers to continue to dialogue with our youths. for the November 6 governorship election to hold there.
