Wike reinstates FCT Education Secretary, FCT-IRS Acting Chairman, reaffirms discipline in administration

The Minister of the Federal Capital Territory (FCT), Barrister Nyesom Wike, has reinstated two senior officials of the Federal Capital Territory Administration (FCTA) following their earlier suspensions, in a move underscoring his insistence on professionalism, accountability, and disciplined conduct across the territory’s ministries and agencies.

In a statement issued on Wednesday by Lere Olayinka, Senior Special Assistant on Public Communications and Social Media to the minister, Dr. Danlami Hayyo has been restored to his position as Mandate Secretary, Education Secretariat, while Mr. Michael Ango has returned as Acting Executive Chairman of the FCT Internal Revenue Service (FCT-IRS), both with immediate effect.

Speaking in the statement, Mr. Olayinka quoted Minister Wike reminding all officials within the FCTA that acts of indiscipline will not be tolerated, emphasising the need for professionalism, accountability, integrity, and dedication to public service.

The reinstatements follow high-profile suspensions in recent weeks that drew significant public and media attention. Dr. Hayyo was suspended on November 26, 2025, after a widely circulated memo—purportedly from a department within the Education Secretariat—directed government senior secondary schools in the FCT to close early, triggering concern among parents, teachers, and stakeholders. The FCTA later clarified that no official approval was given for the directive and described the report as false and misleading.

Dr. Hayyo, who oversees the Education Secretariat and has been involved in ongoing efforts to improve infrastructure and service delivery in FCT schools, including renovation projects and educational improvements, distanced himself from the unauthorised circular, saying it was issued without his knowledge or authorization.

Mr. Ango’s earlier removal as Acting Chairman of the FCT-IRS on December 5, 2025 similarly created debate among stakeholders in the revenue agency. No official explanation was initially provided for his removal, although internal sources indicated the most senior official in the agency was directed to assume leadership pending resolution. Mr. Ango was first appointed to the role in August 2024, bringing extensive experience in revenue administration and organisational leadership to the position. Under his stewardship, the FCT-IRS recorded improved revenue performance, generating N262 billion in 2024, outpacing its target and improving on the previous year’s figures.

The decisions to suspend and then reinstate these officials form part of Minister Wike’s broader approach to governance in the FCT, which has included reforms and reshuffles aimed at strengthening institutional performance. Observers note that Wike has taken a hands-on approach in the FCT since his appointment, signalling a drive to enforce discipline while enhancing service delivery in key sectors such as education and revenue mobilisation.

As part of his disciplinary reminders, Wike has cautioned that senior officials must adhere strictly to administrative protocols and civil-service rules, with any breach likely to attract appropriate sanctions.

With Dr. Hayyo and Mr. Ango resuming their duties, attention now turns to how their reinstatement will impact ongoing projects and operational stability within their respective sectors of the Federal Capital Territory Administration.
